Housing & Insurance Chairman Flood Announces Hearing on HOME Investment Partnership Program

WASHINGTON, D.C. – Today, U.S. Congressman Mike Flood announced an upcoming hearing in the Housing and Insurance Subcommittee to explore reforms to the HOME Investment Partnership Program. The hearing, titled “HOME 2.0: Modern Solutions to the Housing Shortage,” will be held on Wednesday, July 16th with witnesses of diverse backgrounds and experiences.
“Over the past six months, I’ve been grateful to work with Ranking Member Emanuel Cleaver to listen to stakeholder feedback in the hopes of ultimately reforming the HOME Investment Partnership Program in the Department of Housing and Urban Development,” said Congressman Flood. “Wednesday’s hearing marks a key milestone in our efforts to promote a pro-market, pro-growth solution to our country’s housing crisis. I look forward to hearing from our witnesses who bring broad experience and perspectives as we continue to gather feedback and look to grow this underutilized tool in solving America’s housing crisis.”
The Financial Services Committee’s Housing and Insurance Subcommittee will meet at 2pm ET on Wednesday, July 16, to discuss and question witnesses about the HOME Investment Partnership Program. The legislation under consideration is Congressman Flood’s “Home Reform Act of 2025,” which aims to ease regulatory burdens on HOME-funded projects, among other commonsense reforms.
Chairman Flood and Ranking Member Cleaver invited the following witnesses:
- Alison George, Director of the Colorado Division of Housing, Department of Local Affairs, representing the Council of State Community Development Agencies (COSCDA) as Board President.
- Ellen Woodward Potts, Executive Director, Habitat for Humanity of Tuscaloosa, on behalf of Habitat for Humanity International.
- Eric Oberdorfer, Director of Policy and Legislative Affairs, National Association of Housing and Redevelopment Officials (NAHRO).
- Tiffany Bohee, President of Mercy Housing California.
